You want to use this tutorial if your looking to make a cute background for a layout or sign. :) Go up to FILE > NEW. Make it 200x200 pixels and hit OK

Click on the Gradient Tool:

Adjust the settings however you'd like.. I'm going to use a blue and a green from left to right on 100%opacity for both. (:

Click the BRUSH TOOL:

And begin to draw what you'd like :)
